			<content:encoded><![CDATA[<p>Michigan&#8217;s law on Equine Infectious Anemia (EIA) testing, more popularly referred to as &#8216;Coggins Testing&#8217;, had expired on January 1, 2011.   New legislation to replace the expired law was enacted and signed into immediate effect by Governor Rick Sneyder on July 20, 2011.  One of the more significant changes in the new law, known as <a title="P.A. 121" href="http://www.legislature.mi.gov/documents/2011-2012/publicact/pdf/2011-PA-0121.pdf" target="_blank">P.A. 121, </a>is aCoggins Test will now be valid for 12 months from the date of the test.  Previously, the validity of a coggins test expired on December 31st of the year it was taken.  Other  requirements of the new law that horse owners should be aware of are:</p>
<p>1) A person shall not move equine into this state from another state without a negative coggins test within the previous 12 months. In addition, the person in control of the equine shall be in possession of an official interstate health certificate and results of the latest coggins test.</p>
<p>2) A person shall not enter equine in exhibitions, expositions, or fairs without a negative coggins test within the previous 12<br />
months.</p>
<p>3) A person shall not change the ownership and location of equine  within the state without a negative coggins test within the previous 12 months.  All change of ownership and location  transactions must be accompanied by a negative coggins test.</p>
<p>4) All equine entering, remaining at, or on the premises of  horse auctions or sales markets whether or not licensed must have a negative  coggins test within the previous 12 months.</p>
<p>The above requirements do not apply to equine that are both 6  months or younger and nursing.</p>
<p>The new law also creates the option for the Department of Agriculature to establish a voluntary equine identification card program, at a reasonable fee.  The card would be pocket sized with a photo or graphic illustration of the horse along with description, date of last negative coggins test and information on owner.</p>

<p>Michigan&#8217;s first ever case of rabies in a<br />
groundhog was recorded last week in Southfield<br />
after it bit a woman outside her house.</p>
<p>Health officials are warning Oakland<br />
County residents to take<br />
precautions against exposure to wild animals such as skunks, bats, raccoons and<br />
foxes, for themselves and their domestic pets.</p>
<p>Dogs and cats that go outside should be vaccinated against the disease that is<br />
spread by bodily fluids, such as saliva, and attacks the nervous system. People<br />
should minimize their contact with wild animals, if possible.</p>
<p>In the Southfield<br />
case, the groundhog wasn&#8217;t approached, cornered or provoked.</p>
<p>Shane Bies, epidemiologist for the Oakland County Health Division, said he<br />
couldn&#8217;t discuss specific details about the incident but he did say,<br />
&#8220;Imagine walking down the street and an animal sneaks up behind you and<br />
nips your leg. It can happen any number of ways.&#8221;</p>
<p>The Southfield<br />
resident has to undergo a series of four rabies vaccinations over a period of<br />
two weeks in addition to 3-5 shots of antibodies on the first day of her<br />
treatment.</p>
<p>&#8220;She will be fine,&#8221; said Kathy Forzley, a manager and health officer<br />
for the county health division. &#8220;She followed the normal sequence of<br />
events.&#8221;</p>
<p>The woman reported the incident and an animal control officer was able to<br />
capture the groundhog and send it for testing. Rabid groundhogs, also called<br />
woodchucks, are common in the eastern United<br />
States, but none had been recorded in Michigan until now.</p>
<p>Bies said the groundhog probably was infected by a rabid skunk. From 2001-2010,<br />
the county has seen an average of nine positive rabies tests in wild animals a<br />
year with the range being six to 13 cases annually.</p>
<p>&#8220;Although we hear about more incidents, not all animals are tested for<br />
rabies,&#8221; Bies said. &#8220;We only test if it impacts treatments for humans<br />
or quarantines for domestic pets.&#8221; Continued&#8230;</p>
<p>Royal Oak police euthanize suspected rabid skunks routinely. Last year, one of the<br />
infected nocturnal animals was out in broad daylight going up to people walking<br />
into a business on 11 Mile Road.</p>
<p>County officials recommend if a wild animal is found in or near your home, call<br />
the local animal control agency for assistance and to assess whether there is a<br />
potential rabies exposure. If bitten by any wild animal or stray domestic<br />
animal, wash the affected area thoroughly with soap and water and seek medical<br />
attention immediately.</p>
<p>&#8220;As wild animals become more active in warmer weather, the possibility of<br />
human contact increases,&#8221; Forzley said. &#8220;Our natural instinct is to<br />
befriend a baby animal, pet one that seems friendly or help an injured animal.<br />
But stray and wild animals should be avoided.&#8221;</p>
<p>Follow these tips to prevent rabies:</p>
<p>Never handle a wild animal like a skunk, bat, raccoon or fox.</p>
<p>Wash animal bites thoroughly with soap and water and seek medical attention<br />
immediately.</p>
<p>If bitten by a wild/stray animal, capture the animal if possible. Call the<br />
local animal control to assist with trapping, testing and/or observation of the<br />
animal. Animal control may also assist with removing stray or wild animals from<br />
your yard, home or neighborhood regardless of a bite.</p>
<p>Teach children never to handle unfamiliar animals, wild or domestic, even if<br />
they appear friendly.</p>
<p>Prevent bats and raccoons from entering homes or spaces where people and pets<br />
may be present.</p>
<p>If you wake up in a room with a bat present, regardless if there is evidence of<br />
a bite or scratch, seek medical attention. If at all possible, trap the bat for<br />
testing. Do not release the bat.</p>
<p>Keep vaccinations current for dogs, cats and ferrets. Keep cats and ferrets<br />
inside and dogs under direct supervision. Consider having your pets spayed or<br />
neutered.</p>
<p>Wild animals are more likely than domestic animals to be infected with rabies<br />
due to widespread vaccination of domestic animals.</p>
<p>Rabies is an infectious disease that affects the nervous system of humans and<br />
other mammals. People and unvaccinated animals get rabies from the bite of an<br />
infected animal, or if saliva from the animal gets directly into the eyes,<br />
nose, mouth or any break in the skin. Preventive treatment is given to people<br />
who are exposed to prevent the disease. Rabies is nearly always fatal if not<br />
treated after exposure.</p>

			<content:encoded><![CDATA[<p>Beginning with the 2012 calendar year, Michigan Horse Council will partner with Equisure Insurance and offer members a million dollar excess liability insurance with membership to MHC. All individuals and families who own horses, but are not industry professionals, will quality for this liability insurance. Details are still being worked out, and as they are, MHC will present more specifications regarding this insurance, which will be included as a part of your MHC membership.</p>
<p>In preparation, MHC has revised its membership categories as follows:<br />
Organizational Membership -     $35 (up to 400 members); $60 (400 to 999 members);   $120 (1,000 or more members)</p>
<p>Associate (Business) Membership &#8211; $35</p>
<p>Individual Basic Membership &#8211; $15</p>
<p>Individual Enhanced Membership &#8211; $35</p>
<p>Family Basic Membership &#8211; $25</p>
<p>Family Enhanced Membership &#8211;     $65</p>
<p><strong>Individual Basic Membership</strong>. Individual<br />
Basic Membership shall be open to any person who supports the goals and<br />
purposes of the Michigan Horse Council, but who does not deduct horse-related<br />
activities as business expenses on his/her federal tax return(s).</p>
<p><strong>Individual Enhanced Membership</strong>. Same as Individual Membership, except<br />
Enhanced Individual Membership includes a $1,000,000 in personal excess liability<br />
insurance through Equisure, Inc., as set out in the Master Policy on file with<br />
the Michigan Horse Council</p>
<p><strong>Family Basic Membership</strong>. Family Basic<br />
Membership shall be open to members of a family (defined as both resident<br />
spouses and all resident children under 18 years of age) who support the goals<br />
and purposes of the Michigan Horse Council, but who do not deduct horse-related<br />
activities as business expenses on their federal tax return(s).</p>
<p><strong>Family Enhanced Membership</strong>. Same as Family Basic Membership, except<br />
Family Enhanced Membership includes a $1,000,000 in personal excess liability<br />
insurance through Equisure, Inc., that covers all members of the family as<br />
defined above, as set out in the Master Policy on file with the Michigan Horse<br />
Council.</p>
<p>This is a great liability insurance program, at a very modest cost, and will begin with MHC 2012 calendar year memberships. Watch the MHC website for further details.</p>

			<content:encoded><![CDATA[<p>Mother Nature has sure been testing OREA ( Not to mention the farmers, carpenters, anyone with outside activity planned) The park was almost empty save for a few trailers when I pulled up Saturday AM.  Bit by bit a few more rolled in and we had about 15 riders participate. It is very muddy at the trail head.  It was suggested to everyone to take the road and go into the trails at the old Jossman path (Trail marker #2) around the backside by Tody Rd. It wasn&#8217;t as bad.  Everyone had a great time despite the muddy mess.</p>
